Attorney-at-law - born in Catania, Italy on December 6th , 1955. His wife Lina is a teacher. They have four sons, Pietro, Marco, Luca and Alessandro.

An outline of several significant events

1974 – a graduate of Liceo Scientifico Statale “Galileo Galilei” in Catania. He begins to study at the Faculty of Jurisprudence and at the same time he begins to practice with his father Pietro, attorney.

1980 – at 24, he graduates from Law School at the University of Catania and begins his legal career before the Tribunal District.

1983 – At 27 he enters the so called bar of Catania.

1984 – with the help of several collegues, he sets the grounds for the forensic association called “Avvocatura e Progresso”, mainly having the purpose to abolish every difference, considered obsolete and out of date, between the person Procuratore Legale (at that time young lawyers – with very little differences in respect to the territorial competence and practice in a particular jurisdiction – as they were called) and that of Avvocato – full fledged lawyer (difference which will disappear definitely years later, who’s to say why, only that when it took place, the appointed Minister of Justice was Giovanni Maria Flick).

He meets Avv. Franzo Grande Stevens, at that time “Presidente del Consiglio Nazionale Forense” (President of the so called National Forensic Council) and participates at several discussions, writes articles on the press, submits requisitions at high levels, writes to Nilde Iotti, President of the House of Deputes, and to Gennaro Acquaviva, Head of Cabinet of the President of the Council Bettino Craxi, and most of all with the University Professor Giuliano Vassalli, at that time President of the Justice Commission of the Senate of the Republic.

In less than six months the “leggina” (law) promoted by Lipera is passed by Parliament: “Avvocatura e Progresso” had already obtained its purpose, from that time on, the so called young attorneys “Procuratori Legali” were permitted to practice in a jurisdiction of a higher degree “Corte di Appello”.

1985 – He attended to the defence on an innocent petty officer of the police Maresciallo dei Carabinieri (Luigi Martino, who was acquitted in full by the Trial Court “Corte di Appello di Torino” and becomes the first in Italy to get indemnification for unjust detention), on whose behalf was ordered a formal arrest, for mafia and other, by the judges in Turin, within a search and seizure mega-blitz along with other 300 arrests (including magistrates in Catania, police officers and other men of institutional government), the young attorney, Lipera, heavily comes up against the dramatic and unjust reality of justice (which he didn’t know yet, despite the fact that he had ten years of practice in forensic activity, prevalent in the civil sector) made up of the unconventional phenomenon of acquisition and assessment of proof called pentitismo (repentant) and of the so called maxi processi (maxi trials).

During that year, he meets the brilliant and unforgettable television personality Enzo Tortora, accused and blamed by the so called “repentant” and is the accused in the dismal maxi trial in Naples; he begins a close and detached friendship with him.

On December 7th , “Avvocatura e Progresso” holds a convention in Catania on Justice who also take part , Mauro Mellini, Enzo Trantino, Anna Finocchiaro (at that time a young public prosecutor), Claudio Poletti, “consigliere dell’Ordine degli Avvocati di Milano”, (counsellor for the Milan bar) and obviously Enzo Tortora, at that time euro-parliamentary elected.

The courtroom in the Justice building, where the demonstration is took place is literally fallen upon by thousand of persons that want to hear Tortora and be close to him.

Friendship strengthens between Peppino Lipera and Enzo Tortora, during the time in which Enzo is abandoned from those who have known him in the years of his success.

1986 - “Il tempo è galantuomo e la verità è figlia del tempo”(time is a gentleman and truth is the daughter of time).

Tortora in acquitted in full and with incredibile timing Marco Pannella arranges a tour in Sicily for the famous tv personalità and holds an assembly in most major towns of the Island in tenendo comizi in tutte le maggiori città dell’Isola, being a living proof of the wry results of the so called “pentitismo”.

On september 27th Lipera writes a newspaper article, which will be published on the entire third page of the daily “La Sicilia”:

(the problems that still grasp Justice were well examined and forseen more that fifty years ago by the famous Florentine jurist).

1987 – He meets the very famous Leonardo Sciascia, an unforgettable event for Lipera having the boldness at that time to espose his criticism on the first pages of the daily “Corriere della Sera”, about “i professionisti dell’antimafia (the antimafia professionals)” .

On April 16th Lipera literrally writes down a piece with a premonitory touch entitled

The city needs a Mayor that is elected by thd people”.

1991 – On February 5th Lipera sets down the foundations for the political movement “Movimento Popolare Catanese”, ispired by the very famous “Socialist” Mayor of Catania at the beginning of the 1900, Giuseppe De Felice Giuffrida who is still remembered today by the city of Catania with genuine regret – meaningfully a pure and incorruptible idealist, who fought against the steril ideals that were in contrasts with the mere act of running a city – among the many things that were accomplished over night in which he “invented” the so called municipal bakery, employing workers from the road maintenance, and forcing the bakers to lower the price of bread meaningfully because bread had become prohibitive for the poor.

Over a two year’s period of activity of the movement MPC, almost all of the major political personalità of the city participated in the weekly assembly called “venerdì del catanese”, mainly to answer to the questions of the general public.

In August Lipera and volunteers of his MPC organize for Catania a month of shows calledPer Non Dimenticare(proceeds will be given to the family of Agostino Catalano, one of the police escorts killed along with the judge Borsellino) among the guest stars are Gino Paoli, Gianni Bella, Miranda Martino, Ivan Graziani, Romano Mussolini, Marco Ferradini, Viola Valentino, Luciana Turina, ecc.ecc..

1993 – On July 3rd passes away his beloved father, “L’avvocato” Pietro, and from that moment, unfortunately the “Movimento Popolare Catanese” shuts its doors and Lipera will no longer be active in politics, and will devote himself to his legal profession.

Years follow while Lipera succeeds in his legal profession (appointed to defend with success entrepreneurs and politicians, who were first arrested and then were duly acquitted), involved in many criminal trials.

1995 – On May 12th Lipera writes an article that will be published by a daily in Crema

L’inferno dell’Asinara

Preventive Detention is torture”.

On May 19th he participates in a hot debate which will take place in Milan on Tele Lombardia. The topic is Justice.

On June 30th he is a guest speaker the Convention which will be held in Varese on ”The freedoms of the citizen between justice and politics” includine other speakers Tiziana Maiolo, Agostino Viviani, Gaetano Pecorella, Guido Podestà and Domenico Contestabile. He is invited to attend the memorial service in Milan for the death of Enzo Tortora along with Lorenzo Strik Lievers and the senator Francesca Scopelliti, widow of Tortora.

Lipera was very harsh – against the prosecutors, in Italy they also arrested the Madonna (we all remember the story of Civitavecchia) - who quotes pages written by Piero Pajardi, president of the Appeal Court in Milan, who in turn described the conduct of young examining magistrates inasmuch as they were affected by a “social sadism”.

Organizes a Convention in Catania on victims of justice and Vittorio Sgarbi is a guest.

1997 – On March 20th 1997 becomes member of the special Bar that can practice before Supreme Court and superior jurisdictions. It’s also the year in which suddenly dies his mother Mimma (December 18th).

2001 – On March 13th wins in the Supreme Court. He attended to the defence of medical doctor, who was accused of having medicated an absconder boss, who is acquitted before the Supreme Court, that without prorogation overrules the conviction in first and second degree on abetment. This is the first of any precedent cases in which a jurisprudence gap is filled (the sentence is said to be a maxim and is obviously published and commented in various juristic magazines).

2004 – Lipera opens up a second legal office Studio a Roma, just a walk from the so called “Palazzaccio” (Court House) of Piazza Cavour.

2005 – Attends to the defence of a young homosexual whose driver’s license had been seized (the Military Navy Hospital in Augusta had reformed him based on diagnosis “being affected of sexual identity disorder” and passed this medical reporto to the Catania Civil Motor Vehicle Office which consequently, ordered the revisal of his driver’s permit).

This event was so sensational and extremely shocking that both the national and international press became interested in it.

Mr. Lipera, attorney-at-law and this young entrepreneur in Catania both will guest on various television programs in which among these is the Maurizio Costanzotutte le mattine”.

He’s idealisticly convinced that one can better Servizio Giustizia (justice service) in only one way and that is by changing in Italy the so called recruitment system of Magistrates adjusting it to one adopted in England (at least 40 years old to practice).
